UN 식량농업기구, 북한 구제역 현장 시찰 후 방역 개선 촉구

UN 산하 식량농업기구(FAO: Food and Agriculture Organization) 및 세계 동물 건강 기구(OIE: World Organisation for Animal Health)는 3. 24일, 북한이 가축류에서 발생하는 구제역의 확산을 탐지하고 저지할 수 있도록 상당히 노력할 필요가 있다고 밝혔다.

‘11. 2월 말~3월 초 기간 동안 북한에 합동 조사단을 파견했던 FAO 및 OIE는 구제역 사례가 북한 13개 도 가운데 8개 도에서 광범위하게 보고되었다고 전했다.

이탈리아 로마(Rome)市에 기반을 두고 있는 FAO는 성명을 통해 훈련, 지원·기반 시설 구축, 백신 확보 및 감시·보고·대처 기구 수립을 위해 100만 달러(약 11억 2천만 원)의 비용이 즉각 필요할 것으로 추정된다고 밝혔다. 북한은 2월 중순 경 전국적인 구제역의 확산 사실을 확인했으며 FAO 측에 이를 신고했다.

FAO는 구제역 확산지역을 파악하는 동시에 아직 피해를 입지않은 농가를 보호하기 위해 전면적인 조사가 필요하고, 바이러스 계통을 정확히 판단하기 위해서 적절한 샘플링을 실시하는 등 조치가 필요하다고 언급했다.

FAO는 구제역의 확산을 차단하기 위한 적절한 백신의 사용을 요청했다.

FAO-OIE 합동 조사단은 북한 국립 수의학 연구소 및 다양한 동물 위생 연구소를 포함한 합동농장 여러 곳을 방문했다.

FAO는 북한에서 수집된 샘플들을 국제 연구소로 보내어 조사할 것이라고 밝혔다.

North Korea's capacity to detect and contain outbreaks of foot-and-mouth disease in livestock needs significant strengthening, the U.N. food agency FAO and the world animal health body OIE said on Thursday.

The FAO and the OIE, which sent a joint mission in the reclusive communist state in late February-early March, said FMD cases have been reported in diverse locations in eight of North Korea's 13 provinces, the two organisations said.

"FAO estimates around $1 million is required immediately for training, supplies and infrastructure, vaccine acquisition and the setting up of monitoring, reporting and response systems," the Rome-based U.N. food agency said in a statement. North Korea confirmed cases of FMD across the country in mid-February and lodged the outbreak with the FAO.

FAO said measures needed included thorough surveillance to locate and map disease clusters, protection of unaffected farms and adequate sampling in order to correctly identify the virus strain or strains involved.

It called for the use of appropriate vaccines to contain and isolate the disease.

The FAO-OIE mission visited several collective farms as well as the national veterinary laboratory and various animal health field stations.

FAO said that samples collected by North Korea will be sent to an international reference laboratory for testing.
