영국군, 24시간내 리비아 투입할 수 있도록 준비태세 돌입

리비아 사태가 악화될 경우 배치될 수 있도록 영국군에 대기 명령이 하달되었다.

소식통들은 스코틀랜드 왕립 연대(Royal Regiment of Scotland) 제 3대대인 블랙워치(Black Watch) 부대가 높은 수준의 준비태세에 돌입하여 24시간내에 북아프리카에 위치한 리비아로 배치될 수 있도록 준비하고 있다는 사실을 확인했다.

600명의 정예 보병 부대인 블랙워치 부대는 지난 ‘09년 말 아프가니스탄에서 귀환하여 영국 인버네스(Inverness)市에 주둔해 있다. 한 소식통은, “블랙워치 부대는 만약의 사태에 대비해 준비되어 있다”고 밝혔다.

영국 국방부는 제 3대대가 전투임무가 아닌 인도주의적 구호 작업을 준비하고 있다고 주장했다.

그러나 영국군이 준비태세에 돌입했다는 사실은 무아마르 카다피(Col Gaddafi) 리비아 최고지도자가 하야하지 않는 상황에서 리비아 내전이 지속되고 이로인해 인도주의적 위험이 야기될 수 있다는 우려가 부각되는 상황에서 드러난 것이다.

북대서양조약기구(NATO: North Atlantic Treaty Organization) 회원국들은 3. 4일, 만약의 사태에 대비하여 각국의 군대가 개입할 수 있는 방안을 마련하기로 동의했다. 영국 역시 외교 관계자와 특별 보좌관을 리비아 동부 벵가지(Benghazi)市에 파견하기 위해 준비하고 있다. 벵가지市는 다양한 부류의 리비아 반정부 시위 집단들이 주둔하고 있는 곳이다.

反카다피 최고지도자 세력들과 카다피 최고지도자 지지군 사이의 교전은 3. 4일 더욱 심화되었다. 최고 17명이 3. 4일 오후 발생한 폭발로 사망했다. 반정부 시위자들은 카다피 최고지도자 지지군이 공습을 감행한 것이라고 주장하고 있다.

카다피 최고지도자의 부대는 리비아의 수도인 트리폴리(Tripoli)市에서 30마일(약 48킬로미터) 떨어진 자위야(Zawiya)市를 겨냥한 전면전을 감행하고 있다. 부대 측은 3. 4일 밤 사이에 자위야市의 중심지를 장악하기를 희망한다고 전했다.

한편, 버락 오바마 美대통령은 미국의 계획은 단지 인도주의적 위기에 대한 대처책일 뿐이라며 군사적 개입에 대해 조심스러운 입장을 취하고 있다.

 

Libya: British Army ready for mission at 24 hours’ notice

British troops have been put on stand-by for deployment to Libya if the crisis in the country worsens.

Sources confirmed that The Black Watch, 3rd Battalion the Royal Regiment of Scotland, had been placed on heightened readiness, prepared to deploy to North Africa at 24 hours’ notice.

The 600-strong infantry unit returned from Afghanistan in late 2009 and is based at Fort George near Inverness. “They’re ready, just in case,” said a source.

The Ministry of Defence insisted that the battalion was prepared for humanitarian relief operations, not combat.

But the disclosure that British troops are on stand-by came amid growing concerns that Col Gaddafi’s struggle to retain power could take Libya into a protracted civil war and cause a humanitarian crisis.

Nato members yesterday agreed to draw up contingency plans for how their armed forces could intervene. Britain is also preparing to send diplomats and specialist advisers to the eastern city of Benghazi, where the disparate Libyan opposition is based.

Fighting between anti-Gaddafi groups and the dictator’s forces intensified yesterday. Up to 17 people were killed by an explosion in Benghazi last night, which rebels claimed was an air strike by Gaddafi forces.

Loyalist troops staged an all-out assault on Zawiya, 30 miles from the capital, Tripoli, saying they hoped to capture the town centre overnight. Snipers and militias, that rebels said included mercenaries, moved on the town square in mid-morning. Both sides said the leader of the rebel group which had occupied the centre for more than a week was killed.

President Barack Obama was cautious about military action, suggesting that US planning was just preparing for a humanitarian crisis.
